RFP - HASPA Pivot Points
The Hayward Area Shoreline Planning Agency (HASPA) is a joint-powers authority (JPA) consisting ofTrustees from the East Bay Regional Park District (EBRPD), City of Hayward, Hayward Area Recreationand Park District (HARD), and Alameda County Mosquito Abatement District (ACMAD).1 HASPA issoliciting proposals from qualified professional consultants to manage a multi-year grant from the U.S.Environmental Protection Agency’s Water Quality Improvement Program (called the “Pivot Points”Grant), through the San Francisco Estuary Partnership (SFEP, a program of the Association of Bay AreaGovernments). The HASPA Pivot Points Grant scope of work prepares an implementation plan for the2021 Hayward Regional Shoreline Adaptation Master Plan (Shoreline Master Plan), a governance assessment of HASPA, and a program of community engagement activities.
